If a store refuses to return an item after a withdrawal request, can a claim be filed?

Yes. If a seller requests the return of an unsold item and the store refuses or fails to return it, a claim can be filed by going to the ViCoverage Customer Portal within 15 days of learning the item will not be returned and provide the necessary proof.
